coalitions between personnel, departments, institutions, and agencies happens
in stages. First Stage: 1) Identifying
common goals and objectives. 2) Identifying
differences in goals and objectives. 3) Seek out the

some way. Second Stage: 1) Seek out the
opinions of key members in the organizations.(No this is not a duplication,
communication is crucial to organization affiliation and cooperation.) 2) Discuss ways in

objectives. 3) Collaborate
with, and participate in the other organizations activities, which includes
active opposition to inter-agency/inter-department territoriality. 4) Share
